AT&T Wireless Complaint

My galaxy S7 is fully paid for, att gave me the wrong unlock code six times. On the 7th try they told me the phone is permanently locked to their network and there is nothing I can do. I fulfilled my obligation, the agreement is that I can unlock the phone I have tried to unlock the phone for 2 months, I must have spent over 10 hours on the issue.
