Visa Complaint

I have money In my old account until they locked it and so I had to recieve a new card and when I did they said I had to send documents, so I did and they said that the only proof of address i had they couldn’t take so now I’m stuck with no money and there’s no way I can get to it.
What would you like the company to do to fix the problem? (optional)
I just want them to give me my 400.39 dollars that they have kept from me.
