AT&T Wireless Complaint

I placed an international calling block on one of my phone lines in order to prevent that wireless phone to have the ability to make international calls. After the block, that phone still made international calls. At&t refused to refund the amount for that mistake and claimed that the call was made using wi-fi calling.
